It was preferred by all men who had not acquired a taste for property; it was only renounced for the sake of property which could only be secured by the restraints of regular Government.

Property in Goods is the first Step in Progression from a State of Nature to that of Society. Till the property in Lands be admitted Society continues rude and barbarous. After the Lands are divided a long Space intervenes before perfect Civilization is effected. Progress will be accelerated in Proportion as the Administration of Justice is more or less exact….This Conclusion results that the State of Society is perfected in Proportion as the Rights of Property are secured.
